With the stock heat sink, no. Not unless your case has a large fan blowing
directly at the card (like this one:
http://www.thecoolingshop.com/images/prods/ExtremEngine.jpg)

If the stock fan broke and you don't want to spend money on an aftermarket
cooler, you can remove the stock fan (usually held down by 3 tiny screws),
then zip-tie a cheap 60 mm or 80 mm case fan to the heat sink.

In a well ventilated case, it's unlikely an 8500LE would generate a huge
mount of heat in regular 2D use. You'd see artifacting if it was. It may
have issues in 3D, but I doubt you're gaming much with an 8500LE.

I have one that does great without the fan. Another has problems so I have a
PCI slot cooler for it. Test and see. If you have trouble use ATITool to
under clock GPU.

Agreed. I have two I've been running without fans for several years now.
I believe the le cards were underclocked to start with.
