AD11 XP motherboard requires a reset to boot. What gives?

I've had this FIC AD11 XP motherboard for about 6 months
with an AMD Athlon 1600+ XP chip on it and it never boots
by itself.

After pressing the power button, I have to press the reset
button to get the board to start booting. Not even the
initial video card signon until the reset is pressed. I've
had more than one video card (agp) in the system and it
makes no difference.

Seems like I've tried most all BIOS settings that I thought
would get this fixed, but not to any avail.

Anyone know what's going on here?
