Booting Problem after Formatting C:drive in Win 98

A friend of mine relatively new to PC's , after receiving a BSOD on
his WIN 98 machine, formatted the C: drive and cannot get the PC to
boot and has asked me for help.

This is a relatively old machine ( > 5yrs I think ) and he doesn't
have , or cannot find , drivers for his CDROM drive.( A Toshiba
XM-6002B)

It is some time now since I used WIN 98 and I will try to find a
driver for this CDROM on the Web but , in case I am unable to do so ,
is it possible to install a generic CDROM driver into a Boot Disk
which might work.

I seem to remember that the CDROM driver should go into the config.sys
file in the Boot Floppy and the MSCDEX.EXE into the autoexec.bat file
..
Can anyone remind me what it is exactly I should type into the
config.sys if such a generic driver exists?
