Brand New Dell 8400 with issues

Have you tried that monitor with your OLD computer? One common symptom of a
monitor failing is that you will lose one or more colors (red, green, blue)
so that the resulting picture emphasizes one of the remaining colors. If
the picture looks "green", it probably lost red, so you are seeing a mix of
green and blue that looks "green". And it could be coincidental that your
monitor started having this problem around the same time you got your new
computer. But it seems awfully odd that the monitor started doing this as
soon as you plugged it into a new computer.

A bad and/or loose video cable can also cause this. So can a bad and/or
loose VIDEO CARD. I've even seen this problem caused by bad DVI to D-Sub
adapters. Turn off your computer and unplug it. Disconnect the monitor
from the computer at the computer end. Open up the case, physically remove
the video card. Note that the video card might be held to the motherboard
by a clip on the expansion slot, so don't break the motherboard removing the
video card. Reseat the video card FIRMLY in the expansion slot and screw it
back down. If the video card has a power connector, don't forget to hook up
power to the video card again. Hook up the monitor to the video card again,
and make sure that connection is TIGHT. If the video cable can be unscrewed
from the monitor, disconnect that end and reconnect it, also.

My best guess is you will find a loose connection somewhere causing this

Are you running the latest Radeon drivers?

There's a bug in some that prevents the use of any color profiles for
the monitor.

Check the pins on the monitor cable. The pins in the plug that actually
plug into the video card. If one of these pins gets bent you will see
what you are seeing.
