To whom it may concern. I found out what the issue was. I tried a new IDE cable and that still didn't work. When I unplugged the bottom (Working) CD rom and left the top (Not Working) plugged in, the Top (Not working) CD rom drive started up and was recognized by Windows.
As I continued to play with it, I tried to swap the IDE connection between the CD rom drives (placed the bottom IDE on the top CD rom drive and vice versa) and They both showed up in Windows.
I don't know why or how it worked, but it does. If anyone has an explanation for this let me know.
