CPU Fan/Burning Smell/Weird Noises

Hi, I have recently been having problems with my computer. I have been
getting weird noises when I start up the computer, after I hear this I
immediately turn off my computer and wait a while and turn it back on,
then there are no more noises. This happens every once in a while.
Another problem that happens once in a while is the burning smell that
I can smell in my whole room. I have the side cover off of my computer
and can smell it in there very strong. And another problem is I can
hear my CPU Fan turning on/off and then going from very fast to very
slow... I really need some help so can anyone please help me?

p.s. i have recently formatted my computer

Almost certainly just a fan that's dying. Open the computer up and
figure out which fan is making the noise, or simply not moving at all,
and replace it! Fans are cheap, the parts that fans are keeping cool
are expensive.
