Have a mother board that is driving me batty - has a Pentium II and
after it has sat idle for a while it will not boot - no display no
bios display the fan on the CPU does not spin up - If I let it sit
powered up for a while - then turn off the unit, unseat the CPU
(Pentium II with attached fan ) - then re-seat the Pentium and turn
back the power it will boot properly - fan on heat sink rotates, and
display will come up, etc.
Any ideas?
CMOS battery reads 2.8 volts - should be 3.0 and date and time are
kept OK - may just try a new battery.

The motherboard may have a fam monitor feature.
If it sees that the CPU fan is not spinning then it thinks that it has
failed and stops the system booting as a safety feature.

Get a replacement CPU or fan.
You could try looking in the bios when the system does boot and see if there
is an option to switch the feature off.
You may not find this option though.

Nope. No such safety feature. Sounds to me like a bad board.
