Not in any useful way. You could possibly do a live video feed with
the video-out part of the A70 connected to a capture card and using
applications for the video feed-part...
The Canon-supplied application Remote Capture has a "live" viewfinder
on the screen for shooting pics from your computer ("remotely"), but
even the best batteries (2000 or more mAh AA rechargeables) will go
flat in really no time at all.
I do recommend 2 separate devices for your described use, as good
digicams are not cheap, but good webcams are - and will not use
batteries!
But if you really would like 2-in-1 it looks like Fuji has some for
you: "USB Mode: Sets the USB mode to DSC or PC Cam. PC Cam mode lets
Windows you use the A310 as a webcam." -- from the review
