Okay so I'm upgrading a friend's computer from an Athlon XP setup and I've
come up with the following solution:
AsRock ConRoe1333-D667 R1.0 (with onboard video) - $53
E2160 OC to ~3GHz - $85
Wintec 1GB DDR800 - $30
Total = ~$165
I can keep the PSU, HD, optical drive, case. That should get me just about
set.
What do you all think?

Don't think you'll get close to your overclock on this board. They were only
able to get an E6600 up to 2.7 so I don't see how you expect to get the
E2160 to 3.0.

I think the E2160 is capable of 3Ghz with overvolting, but not with a bottom
feeder motherboard. >> Stay informed about: Cheapo 2D Core Duo OC build |

Thanks, I was hard-pressed to find any real reviews on this board.
2.81GHz here
http://www.madshrimps.be/?action=getarticle&number=6&artpage=2763&articID=604
There are some people who have gotten 3G's with a better board, but we're
upgrading on the super-cheap here and a ~11% decrease in speed is no big
deal. Besides, 2.7GHz on an E2160 is only 1000x faster than the Athlon XP

Okay so this is what I ended up going with:
1 x (10006324) BIOSTAR P4M890 VIA Socket 775 DDR2 1066MHz P4M890-M7 SE
Motherboard Retail ***Free Shipping*** @ $48.98
1 x (10005514) INTEL Pentium Dual-Core 1.8GHz FSB800MHz 1M LGA775
BX80557E2160 CPU Retail ***Free Shipping*** @ $85.00
MEM 1G|A-DATA DII800 VDQVE1A16 R - Retail (Qty=1, Price=$28.99)
$165 shipped and RAID 0/1 to boot, 2x SATA and 2x PATA for flexibility and
future upgrades, and at least 2.5GHz according to this review:
http://www.pcstats.com/articleview.cfm?articleid=2055&page=4
Some decent adjustability, I must say. Will let everyone know how it turns
out with the stock HSF. No plans to upgrade from that.
