Yikes. Someone appears to have mistaken me for an expert.
If you're referring to regular burned CDs or DVDs, as long as they are
burned in standard formats, you don't need burner software to read the
disks.
Roxio's Drag-to-disc (packet writing software, formerly DirectCD) is
partially compatible with Nero's InCD. Drag-to-disc works with both CD-R and
CD-RW, but InCD requires CD-RW. There may also be issues with the Mt.
Rainier format. (InCD supports Mt. Rainier; I don't know whether
Drag-to-disc does.) I used CD-RW disks between my PC at work (DirectCD) and
my home system (InCD) a couple of years ago, but lately I've been
transporting data on a USB flash drive.
The last time I tried Nero's InCD, it tended to cause crashes (XP SP2).
Maybe it didn't get along with Norton Systemworks 2004.
For straight writing, I prefer Nero, mainly because it includes an optional
binary file comparison check.
I haven't used either burner that you list. My own burner is a Plextor
PX-708A. I like it, although it's practically prehistoric in the current
market (more than a year old).
