It's not in BIOS, it's a software feature. You download the drivers from AMD
and a new option is added to your operating system.<!-- ~MESSAGE_AFTER~ -->

To enable cool'n'quiet download the cpu driver from AMD as above and then
set a power scheme option other than desktop PC or always on.<!-- ~MESSAGE_AFTER~ -->
