P4M80-M7 won't boot (power LED flashes)

Post subject: P4M80-M7 won't boot (power LED flashes)
Archived from groups: alt>comp>periphs>mainboard (more info?)

I got a Biostar P4M80-M7 with Celeron D
this morning it won't start:
there is no error message, nor beeps
however the power LED flashes about twice per second
also hard disc LED is on, but no activity on DVD or floppy drives
all fans are running
there are no loose connections inside
the user's manual says nothing about flashing power LED
what means this?
