PA-2013 using all available PCI/ISA slots

Is there any restriction in using all PCI slots and the ISA slots.

As I have tried adding both an ISA & a PCI network card, which
prevented W98SE from booting apart from safe mode.

Was trying to setup two seperate networks (an RJ45 one and a BNC one)

Not that I know of. Do the network cards work if you try them one at a
time? My guess is that there is some sort of IRQ conflict when you have
all the cards installed. Do you have an old non-PnP ISA card in there?
You may have to reserve an IRQ for it in the BIOS.
