I am running an IS7-E with a P4 3.06B. I have the Zalman
CNPS6500b-alcu and am using Artic Silver Arctic Alumina thermal
compound.

I am not OCing at all.

My idle temps are 49C, load 68C, and case 40C. My PWM gets up to about
50C.

I have removed and reseating the heat sink about 5 times. I clean
thorougly each time and applied (what I believe to be a small amount)
of the thermal compound to the CPU. I reseat and the temperatures just
do not seem to change! I tried the dab in the middle method or the
spread all over the CPU and neither made a difference.

Does anyone have any ideas on what could be going on or what I could
do to get these temps down?

well, the idle temp is fine but the loaded temp is high. mine, at idle, is
around 47 or 48 unless the room is cool and then it might get to 46 or 44.
the thing that I don't like besides the loaded temperature, is that your
case temperature is a good deal warmer than what it should be unless you are
in a warm environment.

my case peaks at 32, maybe a touch higher when the room gets real warm but
not 40. when the case starts out at 40, I'd be willing to bet that heat
builds up when the system is under a load and has no place to go, thus
creating the high temperatures. Zalman coolers are pretty good, I run the
CNPS7000CU (all copper) myself.

I would stop remounting the heat sink as you aren't getting anywhere with
that, obviously. you should have a skim coat of the lubricant on the core
of the cpu, evenly all around the core. beyond that, assuming the cooler is
mounted flush and square then stop messing with something that isn't giving
you a payback.

instead, try to work on a way to get the case airflow set up so that the
case is running much cooler but doesn't sound like a 747 taking off. larger
diameter fans typically move more air with less noise than smaller fans but
that is going to be dictated by the style of the openings that your case
has, if any, for fan mountings.

Run it with the cover off and watch the temps. If everything stays decent,
you do not have enough airflow through the case as TomG mentioned.

rearranged the cords and opened my window (which I rarely do due to
humidity). The ambient temperature dropped quite a bit and I got down

hard plastic it looks like) that has to be mounted on the back of the
Mobo to hold the heatsink on. I did not remove it as there is no
difference from the Stock P4 HSF Brackets other than this plate that
is attached to the back of the mobo for support. Do you think that may
have an impact?

That will be ok to leave it there. The motherboard does get quite warm on
the backside behind the cpu but the heat disapation there would be minimal.

I use a front and a rear case fan. Front blowing into the case, rear blowing
out of the case. This setup also helps keep the hard drives (4) cool.
I don't mind the extra noise of the fans as long as I know everything is
cool. I also use FanSpeed which automatically controls the fan speed. during
normal non heavy use the fan noise is reduced dramatically. When a graphic
extensive game or video editing is going on you can hear the fans speed up.

http://www.almico.com/speedfan.php.

You can set the Desired temps, fan low speed rpm etc.

the heavy plastic bracket that was for the old heat sink is not an issue
from a cooling point of view... just gets in the way.

you need to do something about ambient temps and about keeping the case as
close to ambient as possible. I run a window AC unit in my office during
summer months due to the fact that it is a small office (large enough for
two desks and computers on opposite sides of the room) and has two high
performance computers, two 21 inch monitors, and two humans giving off heat.
