Yes - in theory. I don't have an USB drive, but the BIOS supports
booting from a number of devices, include USB HDD (check out

for a complete list of BIOS options).

What exactly do you mean by mirroring?
A bit-for-bit copy of the whole HDD?
Or a bit-for-bit copy of one or more partitions?
Or a logical copy of one or more partions, that allows you to
shrink/grow the destination partion?
Or a logical copy of one or more partions, that allows you change the
file system type, e.g. from FAT32 to NTFS on-the-fly?
If you have the money, check out the USB HDD's and backup software
from CMS Products (http://www.cmsproducts.com/).
If you do not, then products like Ghost, Drive Image, Drive2Drive,
BootITNG, TrueImage, supports some or all of the above mentioned
mirrot/copy methods. But, they all have "issues". Some do not like USB
drives, some will no backup a running system partition, etc. My only
real experience has been with Acronis TrueImage, and it has problems
with USB and Firewire drives on the SN41G2 when run from the rescue
CD. But if you only need to do the mirroring from Windows, then I
think it will do the trick. You can download a 15 days trial and see
for yourself.<!-- ~MESSAGE_AFTER~ -->
