SY-P4I875P Dragon 2.0 V1.0 BIOS

I have just received a Soyo SY-P4I875P Dragon 2.0 MB Black Label. I have
put together many systems in the last 30 years and have not seen the
behavior I am seeing with this MB. Componets: Motherboard, 512MB Kingston
PC3200 Value Memory, ATI 9800 Pro Video Card, Intel P4E - 2.8GHz CPU, 420
WATT Power Supply.

1st the Green LED is Powered On as soon as I connect the Power Supply. The
Lan LED starts Flashing also. Once I turn on the Power switch I get the
intro page from the bios announcing P4I875P Dragon 2.0 MB Version 1.0. It
proceeds to do nothing else, regardless of what I do, like reset, power on
and off. I believe that the BIOS doesn't support the Prescott CPU and
therefore just stops. If anyone can shead some light on this, I would
appreciate it.

If you look at the US web site for this board you will see it only
lists full support for the 3.4Ghz Prescott. Granted you would think if
it supports the 3.4 it would support the 2.8. But then it wouldn't be
the first time Soyo did something like this. Now I also see a BIOS
update for the board, but in another first this update doesn't list
what it does. One last thing, Soyo motherboards demand high quality
memory plain and simple. You may also be having a problem with the
Kingstion Value Memory, with such a list of such good componets it
seems you skimped on the memory. Kingston makes some great memory but
the value line might not be the quality needed for the board. As for
the green LED, what is this LED for? If its just a case LED are you
sure its connected to the right terminals?
