The act of formatting does reduce the available total bytes of the card, But
so does formatting your hard drive.
You can not use a memory card or hard drive until it is formatted for the
system you are going to use that memory on.
As to formatting in the camera, read your manual. All cameras can format the
memory card for its own use.
