I'm not looking for quality -- even just still photos is
fine. I have a stack of unlabeled movies and no DVD player
here.

If it is possible, can someone recommend a free or
shareware viewer program?

recommend spending $35 US and get a DVD reader and installing in your
computer. you can't read dvd on a cd drive.
