Can you purchase an 80mm fan and point it at the heatsink ?
Due to the confined location of the heatsink, it will be
pretty hard to come up with a better solution.
The tough part with fans, is finding a way to mount them
next to the device to be cooled. I like to use a piece
of aluminum "angle-iron", and drill a precisely located
hole in one end. I take a PCI slot screw and screw it
through the hole in the angle iron. If the hole is placed
correctly, the aluminum will remain suspended. Then,
using nylon tywraps run through the four holes in the fan,
it is possible to hold the fan to the piece of aluminum.
This is an example of a commercial solution. This is
a Zalman FB123 fan and fan bracket kit (about $9). Notice
how it also bolts to the PCI slot cover screws. The
problem with this product, is it would not reach all the way
over to your Northbridge heatsink.

There is one other product I saw, for suspending fans in
the air, but I cannot find it right now.
