How to find IO ports?

I'm fighting with an old Dell desktop running Windows 98. It has
a Toshiba DVD-ROM SD-M1202. I need to determine the IO ports for
this CD-ROM. How can I do this?

P.S. Why on earth do I need to know the CD-ROM's IO ports? Because
I want to use a piece of software called Smart Boot Manager which
couldn't detect the CD-ROM on its own, so I have to give it the IO
port info "manually".

P.S.2 And why in heaven's name do I want to use Smart Boot Manager?
Because the machine won't boot from the CD-ROM. I have a Knoppix
CD in the CD-ROM drive, but when I restart the machine, it disregards
the CD-ROM drive, and goes right into the standard Windows 98
startup sequence.

I think that MS-DOS 7.1 Boot disk has a boot option to boot a CD-ROM
drive and it loads a separate boot program just for booting a CD-ROM.

This is the site of MS-DOS 7.1, where I suggest the "My 'Super' MS-DOS
7.10 Boot Disk". I've tested and used an older version, but it runs
without problems.
And you should try copying this "Super MS-DOS... Boot Disk" to a
diskette, then boot it and choose the "Boot from CD-ROM option" that
then boots from the CD-ROM drive.
