Gost has not influence on whether your USB device will be bootable.
That depends on your BIOS.

Booting from the clone on a usb drive requires more than just a
copy of the original internal drive, and so the imager cant do it alone.
The system needs to be able to boot from the usb drive too, not all can. >> Stay informed about: ghosting to usb hd and booting from it |

Can you name one PC (make and model) that can boot from
a USB hard drive (as opposed to a USB floppy drive or a USB
flash drive)?

No difference between the two, other than the Int13 unit (00/80).
Windows cannot boot from USB though. Bart's PE has a USB hack. >> Stay informed about: ghosting to usb hd and booting from it |

Yes, but it also depends on what OS you want to boot. >> Stay informed about: ghosting to usb hd and booting from it |

Let us suppose Windows XP or Windows Vista.

Then you have a problem, and thats nothing to do with the PC, everything to do with what XP or
Vista can do easily, once you have a PC that can boot a USB with another OS like say PE on it. >> Stay informed about: ghosting to usb hd and booting from it |
