Each time you save the jpeg file the original's bits get a little weaker.
Eventually some of the blue bits get read as greenish bits and the dark red
bits become orange and yellow and the picture gets very low contrast.
If you keep copying the jpeg picture over and over from the last copy this
becomes accelerated. It is best to back up you originals as this also
degrades the original as if the copies are "stealing" ink or colour bits
from it. When the original has all the colours almost sucked out of it you
can restore them from the backup.
You should not need to restore the original more than every few years
though. Run the Windows defragmenter programme and you will increase the
colour depth on almost all but the most faded images.

What if I just have 3 resaves, do I still need to worry about losing
quality? What I do is, put the pics onto my computer, then have the
following saves
1 - (optional) - run noise reduction software, then save
2 - do all post processing, then save
3 - crop, save under a new file name, then print
If each time I save I select the highest JPEG quality, is this enough saves
to matter?

No! The previous image cannot be affected unless you edit it!
If you load and save a copy there will be no image quality lost unless you
use a higher jpeg compression mode.
Jpeg has many levels of compression starting from some that lose absolutely
no resolution or quality to level 10 that throws away some resolution to get
the size down to a fraction of the original. The loses in quality are done
very intelligently and most people cannot even notice where it has been
done.

Even if I overwrite the previous version? What the heck are people
complaining about then? Other than being able to change the white balance,

That is not true.
It would be true if you change that to read "unless you use 'any'
compression. Using the same compression, such as 90 or 10 or the
second hash mark or ... will always decrease the quality each time
you save it.
My jpeg programs has an option that permits saving with 0
compression and therefore no losses occur. Not all programs have
that option. I've tried it and then done binary comparisons and I get
no change with each save.

That is a colorful explanation, but not a correct one. The compression
algorithm doesn't involve individual pixels. In any case, each new
compression does introduce some distortion. The distortions are additive.

I wouldn't keep overwriting the original version personally. What if your
programme screws up? Then you have lost your original copy and it may not be
around.

On Tech TV they recommend saving your pictures to Tiff, which is a non
compressed file and therefore larger in size,
then doing all your editing, finally changing back to jpeg...
