xp pro does not see new hard drive or DVD

Post subject: xp pro does not see new hard drive or DVD

I attempted to add a second hard drive and a dvd burner to my xp pro
system. The bios recognized both, but xp cannot see either.
I have them set up properly as master and slave
I tried using diskpart|rescan to no avail
I tried adding the hd using computer management|disk management|rescan
I fdisked the hd with a primary partition and formatted it with a win
me boot disk - still not recognized
I fdisked with primary and extended partitions - still nothing
XP also does not recognize my DVD burner
and i deleted the cdrom burner from the hardware device manager now it
will not recognize that when i added it back.
I flashed the bios with the latest firmware, still no luck
I was logged in as administrator
The second drive i am trying to add is the same model as the master so
it is not a bios problem anyway
Again the bios recognizes all the drives and they are all recognized
under my Win ME system but not under Win XP Pro
Is there some setting somewhere that prevents me from adding new
drives?
